Die eigentlichen Probleme des europaischen Wahrungsraums begannen mit dem Bekanntwerden des griechischen Haushaltsdefizits von 2009 woraufhin Griechenland drohte, seine Schulden aus eigener Kraft nicht merh refinanzieren zu konnen. In dieser Situation trafen sich die Staats- und Regierungschefs der Euro- Staaten am 7. Mai 2010 zu einer Sondersitzung in Brussel und beschlossen unter grossem Zeitdruck die Einrichtung eines provisorischen Europaischen Finanz- Stabilisierungsmechanismus" (EFSM). Seitdem haben die europaischen Staaten ein immer komplexeres System zur Kontrolle und Aufsicht der Finanzmarkte und der Haushaltspolitiken angeschlagener Staaten entwickelt. In dem Versuch, eine Erklarung fur die Entstehung der Krise abzugeben, wird in der offentlichen Diskussion oft auf die mangelnde Haushaltsdisziplin der sudlichen Eurolander verwiesen. Mit Anhalten der Krise und ihrer Ausbreitung auf andere Lander der EU wurde jedoch deutlich, dass dieser Erklarungsansatz wahrscheinlich zu kurz greift. Dazu passt, dass namhafte Okonomen bereits bei der Einfuhrung des Euro prophezeiten, der Euro werde seine erste grosse Krise nicht uberstehen."
